[Remote] Program Manager – Facilities Engineering (Defence)
Note: The job is a remote job and is open to candidates in USA. Parsons Corporation is a global leader in engineering and project management, seeking a highly motivated Program Manager to lead the delivery of defence-related facilities engineering projects. The Program Manager will be responsible for the successful execution of multi-disciplinary projects for defence clients, ensuring they are delivered on time, within budget, and to the highest quality standards.
Responsibilities
- Lead the end-to-end delivery of multi-disciplinary projects, ensuring scope, schedule, budget, quality, and client expectations are consistently met or exceeded
- Serve as the primary point of contact for clients, building strong, trusted relationships through clear communication, responsiveness, and a solutions-focused mindset
- Build and maintain high-performing internal project teams, fostering collaboration, accountability, and positive working relationships across disciplines
- Support business development and winning-work activities, collaborating with business leaders and technical teams during opportunity identification, pursuit planning, and proposal development
- Lead proposal management, including the development of project approaches, scopes, schedules, and fee estimates, ensuring proposals are realistic, well-planned, high quality, and positioned for successful delivery
- Apply sound project management fundamentals to proactively plan, monitor, and control project performance, including schedules, resources, risks, and financials, taking early action to address issues before they escalate
- Lead project kick-offs, regular team meetings, and client touchpoints to ensure alignment, transparency, and momentum throughout the project lifecycle
- Identify risks and opportunities early, developing and implementing mitigation and improvement strategies that protect both project outcomes and client relationships
- Demonstrate a self-starter mindset, taking ownership of challenges and relentlessly driving projects forward without the need for close supervision
- Actively seek follow-on opportunities and value-add services during project delivery, working with clients and internal teams to expand relationships and repeat work
Skills
- 8–15 years of industrial project experience in project management, operations, and/or engineering
- Post-secondary education in Management, Engineering, or equivalent
- Formal training in project management principles and practices (education, certification, or on-the-job experience)
- Proficiency with common project management and collaboration tools (e.g., scheduling software, financial tracking, document management, reporting tools)
- Experience in consulting, professional services, or multi-disciplinary delivery environments is an asset
- Experience delivering projects with or for Defence Construction Canada (DCC), Department of National Defence (DND), Public Services and Procurement Canada (PSPC), or similar defence entities globally
- Strong interpersonal and communication skills, with the ability to build trust and credibility with clients, project teams, and business leaders
- Comfortable facilitating meetings, leading discussions, and communicating clearly across technical and non-technical audiences
- Demonstrated ability to navigate challenging conversations related to scope, schedule, cost, and change
- Strong analytical skills with sound technical judgment
- Proven high ethical standards with dedication to producing high-quality work
- Experience supporting or leading proposal development, including scope definition, work planning, scheduling, and fee estimation
- Strong commercial awareness, with an understanding of how project decisions impact profitability, risk, and client relationships
- Self-motivated, flexible, collaborative, and willing to work on a wide variety of tasks with minimal direction
- Office and on-site work required; ability to travel to client sites as needed
- Canadian Air Force civil engineering experience is preferred
- Experience delivering projects within advanced manufacturing or private defence manufacturing environments is a strong asset
- Bilingualism in English and French is an asset
